RFP SCOPE
FCC is embarking on a transformational change by adopting an Enterprise Delivery approach, bringing together cross functional teams across the organization, and implementing enterprise processes. FCC is implementing a Product Centric delivery approach based on the Scaled Agile Framework (SAFe). FCC has moved to an outcome-based strategy which includes Lean Portfolio Management (LPM). The SAFe framework implementation expects to enable delivery teams to execute on FCC’s strategy based on data and insights. This approach is being implemented to enable quicker delivery of value through cross divisional collaboration, creating focus, and driving effectiveness in processes and solution delivery. Products will need to ensure the strategic outcomes of the organization are achieved while also maintaining product health (e.g. technical debt, risk exposures, audits).
FCC will be using Jira Cloud and Jira Align to manage Enterprise outcomes. Currently, FCC operates using multiple processes (some of which are manual), with the use of technology being variable. Some end users are using Jira, while others use a mix of technology (Word, Excel, PowerPoint, Email).
Via this RFP, FCC is seeking for a Proponent to:
- Perform an assessment of FCC’s current environment;
- Migrate data to Jira Cloud/Align and train employees to use Jira Cloud and Jira Align; and
- Be a long term Support and development Partner post Go-Live.
NOTE: As a mandatory requirement to this RFP, a Proponent must be a recognized North American Jira Align Platinum or Gold Partner.

RFP PROCESS CONSIDERATIONS
- This opportunity is covered under the provisions of Chapter 5 (Government Procurement) of the Canadian Free Trade Agreement (CFTA) and Chapter 19 (Government Procurement) of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA).
- FCC is subject to the Official Languages Act (Canada). Proponents may choose to respond to this RFP in their official language of choice (English or French).
- This opportunity notice references a non-binding, competitive RFP, and is not a call for tenders. FCC is not obligated to proceed with the Work described in the RFP Scope, and may cancel the RFP at any time. FCC’s procurement process allows for consecutive or concurrent negotiations between FCC and one (1) or multiple Proponents, prior to awarding a Contract.
