Saint Paul University is issuing this Request for Proposal (RFP) to select and implement a new Human Resources Information System (HRIS) (integrating payroll management) to address current and future Human Resource and Payroll needs. The University is seeking an HRIS that will provide the best solution to support our business processes. The HRIS must offer an integrated workflow management solution that will streamline our current processes, minimize manual operations and improve reporting and analytics.
 
The service provider (the Proponent) will provide employee payroll services and employee time management services. The Proponent will assume gross to net responsibility for employee payroll and provide a bilingual (English and French) self-service web site, accessible from anywhere, where employees can access their payroll-related information and data (view leave balances, request leave, view T4, etc.).
 
Service providers with experience in Payroll and Human Resources Information System (HRIS) services with characteristics similar to those of Saint Paul University will be considered. Scope and breadth of services as well as adequate internal controls are also prerequisites for consideration.
