Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

Description of the Project
The 1 Canadian Air Division Headquarters (1 CAD HQ) at CFB 17 Wing Winnipeg, MB will require a vacant area within Building 25 be renovated/converted into a conference room for enclosed DND group discussions.

Description of the Services
The Department of National Defence (DND) will retain the services of a contractor to convert a vacant area within Building 25 at 17 Wing Winnipeg, MB into a conference room for DND. This work will include, but is not necessarily limit to, the following requirements:

Minor demolition
Architectural Renovations (i.e. doors, wall, ceiling, etc.)
Associated mechanical (i.e. HVAC) and electrical (i.e. lighting/power) work
Sprinkler & Fire Alarm Systems
Access & Telecom Systems Installations

The rough order of magnitude estimate for this project is $300,000.00. It is anticipated that this project will be initiated in February 2019. This is conditional on the project receiving approval to proceed by the Department of National Defence.

Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

The Contractor/Offeror personnel requiring access to CLASSIFIED information, assets or sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET, granted or approved by CISD/PWGSC.

Sub-consultants/sub-contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to July 29, 2018 quoting the following information:

Contract number 5001151059; and
Level of clearance requested to be sponsored for.
