Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential Standing Offer with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this procurement will proceed.
Description of the Project and Services
The work would include line locating services for outdoor and indoor utilities, including exposure of utility lines by hydro vac, throughout the Base at 3rd Canadian Division Support Base (3CDSB) Wainwright in Alberta. The intension is to put in place a Standing Offer for one (1) year, with two (2) one-year optional extensions for a total potential duration of three (3) years.
The estimated value for this opportunity per year is $100,000.00, which is a total potential value of $300,000.00 over three (3) years.
It is anticipated that this procurement would be initiated this winter. This is conditional on the Standing Offer receiving approval to proceed by the Department of National Defence (DND).
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to August 28, 2020 quoting the following information:
- Contract number WR20ST04; and
- Level of clearance requested to be sponsored for.
