Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential contract with anticipated security requirements to provide interested Modified-Design-Builders an opportunity to begin the sponsorship request process for potentially obtaining the required security clearance(s) that are anticipated. Note that there is no guarantee that this contract will proceed or that any security clearance(s) will be granted under the sponsorship process in a timely fashion or otherwise.
Description of the Project and Services
The Edmonton CAF Transition Centre (TC) will provide support to all CAF members, regular and reserve forces, in Alberta. The Construct Transition Centre project will deliver new infrastructure to accommodate the CAF Transition Group (TG) organization at 3 CDSB Edmonton in one centralized location. The project is intended to house approximately 72 personnel with an estimated total gross floor area of 1,912 m2. The facility will accommodate the staff of the CAF Transition Unit (TU) AB-North and TC at 3 CDSB Edmonton with identified workspaces, reception areas, as well as individual, group and specialized counselling and therapy spaces. This new infrastructure will enable the CAF TG to effectively administer, sufficiently support, and dutifully assist all transitioning CAF members in the region. This project will achieve a Leadership in Energy and Environmental Design (LEED) Silver and Zero Carbon Building (Design and Performance) certifications.
The intended scope of this work for this project should the project proceed will include:
- The construction of a new building with an estimated gross area of 1,912 m2 to accommodate the TC located at 3 CDSB Edmonton and the CAF TU AB-North headquarters staff.
- The development of an exterior area of approximately 3,109 m2 to accommodate 62 civilian vehicles and exterior storage for tools and equipment. Design and construct 62 stall parking lot by the new building.
- Design and certify to LEED Silver and CaGBC Zero Carbon Building – Design V3 standard. Project will eventually pursue CaGBC Zero Carbon Building – Performance certification after completion.
- Implementation including construction, commissioning, and all CaGBC certifications of the facility as indicated in 1.5.2.3.
The estimated Modified-Design-Builder and Construction cost is in the order of $25,000,000.
It is anticipated that this solicitation will be initiated in summer of 2024. This is conditional on the contract receiving approval to proceed by the Department of National Defence (DND).
Contract Award and Anticipated Security Requirements
In order to be eligible for contract award, Modified-Design-Builders will be required to, among other things, actively hold all required security clearance(s) at the time of closing, as further detailed in the tender documents.
As of the date of posting of this Advance Procurement Notice, the required security clearance(s) are anticipated to be:
- for Modified-Design-Builders: a valid and active DESIGNATED ORGANIZATION SCREENING (DOS) granted or approved by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC)
Industrial Security Program (ISP) Sponsorship
Defence Construction Canada (DCC) is providing Modified-Design-Builders early access to the security clearance application process through sponsorship under its Industrial Security Program (ISP). Accordingly, Modified-Design-Builders that are interested in submitting or participating in a proposal for this procurement that fall under this program and that do not actively hold the above identified security clearance(s) should begin the security clearance application process by applying through DCC’s ISP.
Under this program, DCC may provide preliminary assistance with the security clearance sponsorship process.
To begin the security clearance sponsorship process, please submit a sponsorship request application to DCC by following the steps identified on DCC’s website at: https://www.dcc-cdc.gc.ca/industry/security-requirements.
In their sponsorship request application to DCC, Modified-Design-Builders are asked to quote the following information, among other things:
- Contract number 82092; and
- Level of clearance requested to be sponsored for.
Sponsorship Process
Upon receipt, DCC will review the sponsorship request application and will communicate directly with the Modified-Design-Builder to complete a sponsorship request package. Once DCC has determined that the Modified-Design-Builder has substantially completed the sponsorship request package, DCC will forward the package to the CSP, PWGSC on behalf of the Modified-Design-Builder based on the following timelines:
- 30 calendar days prior to planned tender closing, for DESIGNATED ORGANIZATION SCREENING (DOS)
Following receipt of the sponsorship request package, the CSP, PWGSC will communicate directly with the Modified-Design-Builder regarding any further steps or actions to be undertaken or the status of the sponsorship request package processing. At such time, the Modified-Design-Builder will need to cooperate with the CSP, PWGSC in a timely fashion to further the process.
