Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants and contractors an opportunity to apply for security clearances. Note that there is no guarantee that projects under this program will proceed.
Description of the Program
The CFB Esquimalt Construction Program consists of multi-trade and single trade construction projects of varying sizes and complexity. The program may include, but is not limited to, new construction, repair, renovations, demolitions, and maintenance of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Services may be required at CFB Esquimalt, and/or at one or more of the CFB Esquimalt satellite sites located throughout British Columbia.
The overall CFB Esquimalt Construction Program is estimated to be between $25,000,000 and $50,000,000 with the maximum estimate value of any individual project to be approximately $15,000,000.
Description of the Services
The CFB Esquimalt Construction Program may consist of contractor, professional (architectural and engineering), and/or non-professional services required to complete projects that may include, but are not limited to, the following:
• Services related to new construction, repairs, renovations, demolition, and/or maintenance of various types of DND facilities, including accommodations, laboratories, ammunitions facilities, warehouse/workshop facilities, offices, training buildings, training areas, range training areas, kitchens/mess facilities, gyms/recreational complexes, fueling storage areas and related piping/accessory, marine jetties and other various marine structures, aircraft related facilities such as runways and hangers, and other various marine/land based facilities in support of DND;
• Goods supply, including electrical cables, civil material, electronics, furniture, and other goods needed to meet DND operational requirements;
• Engineering and architectural work of various disciplines such as structural, mechanical, civil, electrical, marine, environmental, geotechnical, materials, transportation, building envelope, code compliance, and cost estimating, to complete preparation of construction documents;
• Electrical and control systems, including electrical distribution systems, primary service installations, diesel generators, EMCS, PLC, and other DND facility related electrical components;
• Mechanical systems, including supply and installation of heating, air conditioning and ventilation systems, sprinkler and plumbing services, fire protection services and building management control systems;
• Civil works, including roadway construction, pavement, airfields and runways, new concrete installations/utility corridors, in/above ground service installations, drainage and shoreline erosion control and other works civil in nature;
• Marine services, including replacement, repairs or installations of jetties, dry docks, caissons, and other assets marine in nature that may require specialty divers and trades;
• Environmental technical support, including contaminated sites, hazardous materials, environmental management systems (EMS), biological, and sustainability;
• Specialized services for the installation of security fencing and automatic gates, garage and overhead doors, fuel tank and related piping/accessory replacements, security alarms, camera installations, and inspections of various building architectural, structural, and other engineering services; and/or
• Geotechnical, topographically, archaeological and other specialty and professional services not mentioned above.
• Specialty Consultants including energy, traffic/transport and programming consulting;
• General and specialized construction, architectural, and engineering services in support of the work described above.
It is anticipated that this/these procurements will be initiated between April 1, 2019 and March 31, 2020. This is conditional on the projects in the CFB Esquimalt Construction Program receiving approval to proceed by DND.
Security Requirements
Consultants/Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants and/or Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.
Consultants and/or Contractors are asked to submit their request quoting the following information:
- Contract number ESQ1819; and
- Level of clearance requested to be sponsored for.
