Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants and contractors (including sub-trades) an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
The Real Property projects will consist of multi-trade and single trade projects of varying size and complexity. Within the program there will be a requirement for Secret Cleared firms to complete projects or portions of projects. The program may include, but is not limited to Secure Area Camera Installations, Communication Systems Installations, Classified Material Briefing Rooms, and various Works within High Security Areas of the Wing.
Overall program value is estimated at $30,000,000.00 with the maximum value of any individual project of $5,000,000.00.
Description of the Services
- General construction services including design, repairs, demolitions, hazardous materials removal, expansions, and/or replacement of partial and complete facilities requiring high security areas or rooms located within high security areas.
- Structural services, seismic upgrades, reinforcing of existing structures to meet new loading within high security areas.
- Electrical or Control systems repair and/or replacements including electrical distribution systems, primary service installations, building related electrical components including fire detection, intrusion alarm, and security upgrades.
- Earthworks/civil services including trenching, ditching, piping, excavation, and construction of stormwater management structures within high security areas.
- Mechanical systems repair and/or replacements for building systems and management control systems for high security areas.
- Plumbing and HVAC repair and/or replacements including water distribution, sprinkler systems, sewer lines, heating/cooling systems located within high security areas.
- Specialized services for the installation of security fencing, hangar doors, and automatic gates, as well as other engineering services in high security areas.
It is anticipated that the procurement for these projects will be initiated in the period of April 1, 2019 through March 31, 2020. This is conditional on the projects receiving approval to proceed from DND.
Security Requirements
Consultants and Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants and sub-contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants and Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal and/or bid for these procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.
Consultants/Contractors are asked to submit their request quoting the following information:
- Contract number APN2018/19B and
- Level of clearance requested to be sponsored for.
