Design Build of kitchen, dining room messes and accommodations

This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
This infrastructure project consists of the design and construction of a new building that will house a kitchen, dining hall, messes and accommodation in support of the Air Force Expeditionary Capability Program (AFEC) at CFB Bagotville. The new building is to be located in the area bounded on the north by Building B-223 and Regina Street, on the south by Stratford Street, on the east by Brandon Street and on the west by Building B-60 and Ottawa Street. The demolition of buildings B-223 and B-60 is anticipated in the future.
The gross floor area required is currently estimated at 2,300 m2 for the kitchen and dining room, 1,900 m2 for the messes on the main floor and 2,700 m2 for the living quarters. The building will need to be built in height with the kitchen/dining room on the first floor, messes on the second floor, and housing on the upper floors.
The building will be required to achieve LEED Silver certification.
The project is planned to be built on a modified design-build basis.
Description of the Services
A Design-Builder will be required to design and construct a building, including all site work, building construction, commissioning and testing required for user delivery. The estimated value of this project is $62,500,000
It is anticipated that the procurement will be in place in the fall of 2021. This date is conditional on the project receiving approval to proceed from DND.
Security Requirements
The Design-Builder will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Design-Builder personnel, Sub-consultants and sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Designers-Builders, Sub-consultants and sub-contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants/.
Designers-Builders, Sub-consultants and sub-contractors are asked to submit their request no later than the 15 June 2021 quoting the following information:
- Contract number HQ1262-8; and
- Level of clearance requested to be sponsored for.
