Purpose of this Advance Procurement Notice
This is an advance notice for large scale work to provide interested firms the relevant information regarding this upcoming procurement. Note that there is no guarantee that the work will proceed.
This is not a bid solicitation.
Objective of the Risk Mitigation strategy for public safety related to unexploded explosive ordnances (Uxo) in Lac Saint-Pierre
The objective of this strategy is to reduce the risk level for public safety related to unexploded explosive ordnances (UXOs), within the former CYR 606 munitions testing range in lac Saint-Pierre, Nicolet (Qc). Located in Quebec, between Sorel-Tracy and Trois-Rivières, the lac Saint-Pierre, more specifically the former CYR 606 munitions testing range located in the southern portion of the seaway, has been hosting munitions testing performed by the Munitions Experimental Test Centre (METC Nicolet), from 1952 to 1999.
Objectives for the upcoming work
The work will target the management of approximately 20 000 geophysical anomalies identified during geophysical surveys previously performed, for a potential period of 5 to 9 years. The anomalies management will be performed based on the nature of the recovered unexploded explosive ordnances (projectile, munitions scraps, non-munitions scraps).
The estimated value for the work is $ 30 000 000.
Description of the Services
The services required include, without being limited to:
- Investigation, identification, clearance and disposal of items responsible for the anomaly;
- Recovery of part of items creating the anomaly, through diving;
- In situ detonation for projectiles that can’t be moved without risk;
- Destruction on land (off site) and in a temporary detonation structure for projectiles that can be moved without risk;
- Management of munitions and non-munitions scraps;
- Control Geophysical surveys.
