Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants and contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Project
The Construction Program will consist of multi-trade and single trade, construction projects of varying sizes and complexity. The program may include, but is not limited to design and new construction, repair, renovations and maintenance of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but not be limited to land surveying, materials testing, architectural and engineering services, geological and environmental studies.
Overall program value is estimated at $25,000,000.00, with the maximum value of any individual project estimated at $5,000,000.00.
Description of the Services
The program will consist of projects that may include, but are not necessarily limited to the following:
- Modifications/additions to Hangar 7 ($5M)
- Resurface Taxiways to include milling pavement, resurface with new asphalt, crack sealing
- Asphalt: removal, repair and paving
- Paint, rubber removal from runway and taxiways
- Refinish concrete floors
- Storm Sewer and Water line Replacement
- Civil works including drainage, site services, roadways and parking lots
- Replace concrete culvert
- Concrete paving
- Fencing
- Paint booth renovation and maintenance
- Construct addition to canteen
- Construct new rapid deployment facility
- Repair roof trusses
- Roof truss inspection, testing and minor repair (including Warren trusses)
- Replace Roofs/Roof Sections on Various Buildings
- Audio/visual upgrades
- Environmental remediation
- Abatements (including lead, asbestos)
- Demolish various buildings
- Renovation of various buildings (includes mechanical, electrical, structural and communications work)
- Upgrade heating, ventilation and air conditioning in various buildings
- Fire system repairs (including alarm and suppression systems)
- Upgrade Fire Suppression System at B119
- Lower Pumphouse construction
- Underground Utilities Assessment
- Utility Metering Installation
- Reconfigure South Side Entrance
- High Voltage Electrical works
- Horizontal axis wind propelled generator and solar cell combination
- Well Decommissioning
- Construct Solar Field
- Fuel Tank Inspections
- Construct Pump House
- Exterior and interior lighting upgrades
- Brick and stone masonry repairs (including heritage)
- Supply, install, and operate ground water treatment system
- Construct multi-purpose training facility
- Construct warehouse
- Tree removal
- Re-skin fabric shelters
It is anticipated that the procurement for these projects will be initiated during the period of April 1, 2019 through March 31, 2020. This is conditional on the projects receiving approval to proceed by DND.
SECURITY REQUIREMENTS
For these contracts, Contractors and Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors and sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Personnel entering the work site will be required to hold a valid Reliability Security Clearance issued by Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
PROCESS
Contractors and Consultants that do not meet the stipulated security requirements and that are interested in submitting proposals/bids for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.
The following information is to be provided:

- Level of clearance requested to be sponsored for.
