ADVANCE PROCUREMENT NOTICE
NEW HEALTH SERVICES CENTRE
NORTH BAY, ONTARIO
(With Security Requirements)

Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

Description of the Project
The project is the construction of a Health Services Centre located in North Bay Ontario. The facility consists of a one-story medical office clinic and is designed to provide such services as modern medical, dental, physiotherapy and mental health services under one roof. The facility will be constructed to meet LEED Silver standard and will be approximately 2,100m2 gross floor area.

Description of the Services
A General Contractor is required to construct the facility from a complete set of drawings and specifications. The scope of construction includes all site-works, building construction, commissioning and testing required for Owner beneficial occupancy.

Estimated value of the project is $8,000,000.00. The tender is expected to be advertised in the spring/summer of 2018, using a stipulated sum/low bid format. This is conditional on the project receiving approval to proceed by the DND.

Security Requirements
For this contract, General Contractors and all sub-trades will be required to hold a valid Designated Organization Screening (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

All personnel requiring access to the worksite must EACH hold a valid RELIABILITY STATUS, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can get sponsored through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to December 1, 2017 quoting the following information:

Contract number C.000665; and
Level of clearance requested to be sponsored for.

Contractors that have been sponsored through the ISP that are in the process of obtaining their clearance and that are interested in submitting a bid for this procurement are to send an email to Allanah Walsh (contact info below) indicating:

Contact person
Level of clearance previously requested to be sponsored for
Organization number assigned by CISD (if received)
