Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors and sub trades an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The project involves the construction of a multi-purpose facility located in Kingston Ontario. The facility includes functions such as: office space, maintenance bays area, wash bay, training classrooms and storage areas. The facility will be constructed to meet LEED Silver standard and will be approximately 9,400 m2 gross floor area.
Description of the Services
A General Contractor is required to construct the facility from a complete set of drawings and specifications. The anticipated scope of construction includes all site-works, building construction, commissioning and testing and furniture installation required for Owner beneficial occupancy. Estimated value of the project is $46,600,000.00. The tender is expected to be advertised in the summer/fall of 2020. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
The General Contractor will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET with approved DOCUMENT SAFEGUARDING at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). The construction firm(s) will be required to store all classified project documents on-site and will also be required to electronically process and/or store classified information using their own Information Technology (IT) equipment.
Sub-contractors will be required to hold a valid [DESIGNATED ORGANIZATION SCREENING (DOS)] or [FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET], issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). The level of security is commensurate with the sensitivity of the work site and information being accessed by the sub-contractor as outlined in Annex A.
The attached table (Annex A – Security Clearance Matrix) summarizes the security clearance requirements for contractor, sub-contractors and personnel. Zone A includes the construction site area. Zone B includes the entire building within the construction site. Zone C represents approximately 30% of the building area.
Process
Contractors and sub-trades that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/english/contractors_consultants/. Contractors and sub-trades are asked to submit their request prior to March 12, 2019 quoting the following information:
- Contract number IE090428DC-R2 and
- Level of clearance requested to be sponsored for.
