Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Hydronic System Inspection, Testing and Maintenance project includes, but is not necessarily limited to, the supply of labour, material, supervision and equipment necessary to undertake the inspection, testing, and maintenance of the heating and cooling hydronic systems in service at CFB Kingston.
Description of the Services
To supplement the maintenance activities being conducted by DND personnel, this service contract is intended to include, but are not limited to scheduled inspections, testing, maintenance and repairs per applicable legislation, codes, regulations, and standards.
Duties would include:
- Annual check of system glycol pH levels. Check water pressure in circulation loops and pressure gauges. Boiler inspection and cleaning.
- Flushing and cleaning to clear the hydronic heating system of metal corrosion, circulating particulate debris, and settled sludge. Cleaning of control valves.
The typical term for the ITM contracts at CFB Kingston is three (3) year initial term with an optional two-year extension period for a total of five (5) years in total.
It is anticipated that this procurement will be initiated in September 2022. This is conditional on the project receiving approval to proceed by DND. The estimated cost for the multi-year contract is estimated to be in the rough order of $450,000.00 for the initial 3 year term ($150,000.00 per year).
Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The Contractor/Offeror personnel requiring access to sensitive site(s) must EACH hold a valid personnel security screening at the level of SECRET, or RELIABILITY STATUS, as required, granted or approved by the CSP, PWGSC.
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) or FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
This contract opportunity is anticipated to service approximately 20 buildings within CFB Kingston. Contractor/sub-contractor personnel will require a minimum screening at the level of Reliability status to enter any building. Furthermore, approximately 15% of the buildings will require contractor personnel to have screening at the level of Secret to enter the premise.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). Contractors are asked to submit their request prior to December 31, 2021 quoting the following information:
