Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
B7 is a three (3) storey building with low-slope roof of approximately 850 s.m. (9,150 s.f.). B7a is a three (3) storey building with low-slope roof of approximately 1000 s.m. (10,760 s.f.). The upgrades to both buildings will include removal of the existing roof and replacement with 3-ply modified bituminous roofing, upgrades to the roof drainage system, updated roof access, updated roof ventilation roof framing and insulation.
B7’s Air Handling Units (AHU) Upgrade will encompass the removal of existing HVAC equipment including rooftop natural gas fired air handlers, window air conditioning units, and hydronic baseboard convectors, with associated control and connection appurtenances. New HVAC equipment including natural gas fired rooftop units and packaged terminal units with associated electrical and mechanical connections will be supplied and installed to existing systems including tie-in to existing BAS.
Description of the Services
A general contractor is required to construct the new roofs and associated accessories and mechanical upgrades from a complete set of drawings and specifications. The scope of construction includes a roof replacement at both B7 and B7a, and mechanical upgrades at B7 with associated commissioning.
Overall construction value is estimated at $1,500,000. It is anticipated that this procurement will be advertised in the Winter of 2022. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Contractors will be required to hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC). The Contractor personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CSP, PWGSC.
Sub-contractors’ personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CSP, PWGSC.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements. Contractors are asked to submit their request prior to Dec 22, 2021 quoting the following information:
- Contract number NB180027; and
- Level of clearance requested to be sponsored for.
