Defence Construction Canada (DCC) – WA229002 – Request for letters of interest: Quick Response Geotechnical and Topographical Consultant Services, National Capital Region (NCR),
In accordance with the rules, regulations, statutes, guidelines and the professional associations of the Province of Ontario or of Quebec, Defence Construction Canada (DCC) is seeking to establish two (2) separate lists of firms interested in providing quick response professional services to meet DND requirements in the National Capital Region (NCR), Geographical area, as and when required. The Source Lists for the following professional services will be established:
- Geotechnical Engineering
- Topographical Land Surveying
Only firms with offices located within a radius of 50 km of HMCS Carleton, (79 Prince of Wales Dr., Ottawa, ON) will be considered for inclusion on the list.
Commissions are expected to be valued between $5,000 and $50,000 and should not exceed $100,000. The total amount of opportunities under each professional service list will not exceed $500,000. However, this is not a commitment by DCC to spend this or any amount.
The Source Lists are expected to remain in place for a period of three (3) years, or until such time as the opportunities in any Source List reaches the maximum threshold of $500K whichever comes first.
Submissions:
Firms interested in being considered for the Source Lists are asked to submit their interest by submitting the Response Form by the Closing date/time indicated in the MERX Electronic Bidding System.
Security Requirements:
There are no security clearance requirements required for inclusion on the source lists. However, some commissions may require clearances issued through the Corporate Security Program (CSP), Public Services and Procurement Canada (PSPC). Firms are highly encouraged to obtain their Designated Organizational Screening (DOS) security status from CSP/PSPC.
For opportunities containing security provisions, DCC will invite from the Source List the next firm in rotation that holds the required security classification/clearances.
Linguistic requirements:
In order to meet the linguistic requirements (English and French) of these Source Lists, the selected firms must have the capability to produce deliverables in English and French.
Commission Process:
Firms will be selected on a rotational basis. At the time of commission, the selected Firm will be required to confirm that it has the qualifications necessary to meet the requirements of the opportunity. Once DCC is satisfied that the firm’s qualifications are acceptable, DCC will attempt to negotiate an agreement for the services with the firm. If an agreement cannot be reached, DCC will have the sole right to terminate negotiations at its discretion and will restart the process with the next firm on the rotation.
The Consultant and its Key Personnel shall be, or be eligible to be licensed, certified or otherwise authorized to provide the necessary professional services to the full extent that may be required by provincial or territorial law in the Province or Territory in which the project is located.
This opportunity is not subject to trade agreements.
