Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Contractors and Sub-Contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The potential project is located at Jetty ND (Syncrolift), HMC Dockyard, CFB Halifax, NS. The Syncrolift is a system designed to allow the Syncrolift platform to lower into the Harbour to bring ships and submarines in and out of the water for dry dock maintenance work and repair.
Since the construction of the Syncrolift, marine sediment (predominantly composed of sand/silt) debris have accumulated on the harbour bottom under the platform.
The preliminary sediment analytical results generally indicated that the material is impacted with petroleum hydrocarbons (PHCs), metals, polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs), sodium adsorption ratio (SAR), electrical conductivity and dioxins/furans. There is also the potential for the presence of Unexploded Explosive Ordnance (UXO).
Some additional limitations and restrictions of note include, but are not limited to:
- CFB Halifax has minimal laydown area. Laydown area will only be provided on the Syncrolift platform and the area at the harbour end of sub shed building (D294).
- CFB Halifax is very limited in available marine berthing locations. Only the north face of the Syncrolift may be used for berthing of contractor plant. Berthing of contractor plant must not interfere or encroach on existing DND berthing locations.
- The Syncrolift platform is not to be removed. Cables and steel beams are also not to be removed from the platform. Platform timbers can be removed but are the responsibility of the contractor if they are damaged.
Description of the Services
The Work will generally include, but not be limited to, the dredging, removal and disposal of the accumulated marine sediment and debris present under the Syncrolift platform, within the Syncrolift basin. The anticipated targeted dredge depth is approximately ‐13.9 m to a maximum dredge depth of ‐14.4 m below the bottom of the Syncrolift platform, with an estimated volume of 2,000 m3 of sediment to be dredged.
The project estimated cost is in the order of $3,000,000.00
It is anticipated that this procurement will be initiated in February/March of 2021. This is conditional on the project receiving approval to proceed by DND.
Security Requirements
Contractors and Sub-Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
The Contractor and Sub-Contractors personnel requiring access to sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
Process
Contractors and Sub-Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants/.
Contractors and Sub-Contractors are asked to submit their request prior to November 16, 2020 quoting the following information:
- Contract number 700100.18.08; and
- Level of clearance requested to be sponsored for.
