INSPECTION, TESTING, MAINTENANCE AND MINOR REPAIR OF FIRE DETECTION AND SUPPRESSION SYSTEMS -
VARIOUS CANADIAN FORCES BASES (ATLANTIC REGION) - GAGETOWN, HALIFAX, SHEARWATER, ST. JOHN’S, GANDER, GREENWOOD, INCLUDING OUTLYING SITES
(WITH SECURITY REQUIREMENTS)
Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
Contractor services and deliverables are required for the Inspection, Testing, Maintenance and Minor Repair of various fire detection and suppression systems to ensure compliance with the National Fire Code and all applicable legislation, regulations, and standards, at various facilities located at: 5th Canadian Division Support Base Gagetown, Canadian Forces Base Halifax, Canadian Forces Station St. John’s, 9 Wing Gander, 12 Wing Shearwater, 14 Wing Greenwood, and associated outlying sites in each province.
Description of the Services
The services will include, but are not limited to: scheduled inspections, testing, maintenance and minor repair of various fire protection systems (fire alarm systems, fire detection and extinguishing systems, including fire pumps, fire booster pumps, and large installation foam suppression systems) as per applicable legislation, codes, regulations, and standards.
These services are estimated to be in the rough order magnitude of $2.5M per year, across these locations in the Atlantic Region, for three years with the option to extend for two additional one-year periods for a total potential of five years or $12.5M, whichever comes first. It is anticipated that the procurement will be initiated in the winter of 20/21. This is conditional on the project receiving approval to proceed by the Department of National Defence.
Security Requirements
Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Contractor personnel requiring access to sensitive work site(s) must EACH hold a valid personnel security screening at the level of SECRET or RELIABILITY STATUS, as required, granted or approved by CISD/PWGSC.
Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of CISD/PWGSC.
Process
Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants/
Contractors are asked to submit their request prior to December 15, 2020 quoting the following information:
- Contract number AR21ITM1; and
- Level of security clearance requested to be sponsored for.
