Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants and Sub-Consultants an opportunity to apply for security clearances. Note that there is no guarantee that this project/program will proceed.
Description of the Project/Program
The objective of this program is to provide the necessary ‘as and when required’ environmental services to MARL SE in support of the MARLANT Maritime Local Operating Areas Sustainability Management Program.
Overall Standing Offer Agreement (SOA) value is estimated at $400,000.00 over four years.
The intention is to award the Standing Offer Agreement for two years with two one-year option extensions if mutually agreed. The initial contract will be awarded to one firm for an approximate value of $200,000.00 over the two years. Option extension years are estimated at $100,000.00 per year.
Description of the Services
The program is to procure a Standing Offer Agreement with one firm to provide, but may not be limited to, the following services: environmental effects determinations, environmental effects monitoring, risk assessment, safety and environmental management systems, and sustainable management planning.
MARL SE requires a team with the capabilities of addressing the various facets of naval marine range and training area management. A Standing Offer Agreement (SOA) with a small, multi-disciplined team, would provide MARL SE consistent direction from which to provide the advice MARL SE provides to MARLANT, with MARPAC.
Consultant team required experience:
- Knowledge of military training exercises
- Knowledge of habitat in the Atlantic/Arctic Oceans and proven ability to acquire new data as it becomes available
- Impact Assessment
- Potentially Indigenous Engagement Experience
- Marine Management
- Acoustic experience (above and below water)
- Risk Management skills
- Sustainable Management in the marine environment
- Environmental Management
It is anticipated that this procurement will be initiated in Fall/Winter of 2021. This is conditional on the project receiving approval to proceed by the DND.
Security Requirements
Consultant will be required to hold valid Facility Security Clearance at the level of SECRET, issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
Sub-Consultants personnel requiring access to sensitive site(s) will be required to hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
Sub-Consultants personnel requiring access to CLASSIFIED information, assets or sensitive site(s) will be required to hold a valid personnel security screening at the level of SECRET, as required, granted or approved by the CSP, PWGSC.
Consultants/Sub-Consultants will NOT be able to remove any CLASSIFIED information or assets from the identified site(s), and the Consultants/Sub-Consultants must ensure that its personnel are made aware of and comply with this restriction.
Process
Consultants/Sub-Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for this procurement that fall under this program can apply for the security clearance through the Industrial Security Program (ISP).

- Contract number: HX210001; and
- Level of clearance requested to be sponsored for.
