IMPORTED FILL MATERIAL REQUIREMENTS – DEPARTMENT OF NATIONAL DEFENCE 2020

Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated imported aggregate/fill material requirements. The notice is intended to provide interested contractors and fill material suppliers information regarding the imported fill characteristics required for DND projects and define the requirements to prove imported fill suitability to meet the level of acceptance. Note that there is no guarantee that these projects will proceed.

Description of the Program
Importing aggregate/fill is typical for many construction projects. To limit the risk of introducing contaminated materials that may present a risk to human health or the environment on DND lands, DND has issued direction as to the acceptable environmental condition of imported fill being brought onto DND lands. Upcoming projects that include importation of fill onto DND lands will require confirmation that the fill meets specific guidelines.

Description of the Services
It is intended that aggregate/fill material suppliers who are carrying the material meeting the quality requirements may have the opportunity to provide aggregate/fill material to the Contractor(s) undertaking DCC contracted work.

Imported Fill material Quality Requirements
All aggregate/fill materials imported onto DND property must be clean, non-deleterious, from a virgin site (i.e. no previous commercial, industrial or agricultural (pesticide risk) use) and not be recycled material. The material must be checked to ensure there is no visual or olfactory indications of contamination.

All aggregate/fill materials will require laboratory assessment, except the following:

1. Topsoil;
2. imported fill less than 10 m3 per contract;
3. gravel/aggregates larger than 2 mm (i.e. does not pass a US #10 sieve);
4. fines and materials generated by the mechanical activity of crushing virgin rock (i.e. crusher dust); or
5. gravel/aggregate material with less than 20% fines (US #10/ 2 mm sieve) by volume or mass.

All aggregate/fill materials not excluded above, must be sampled by a qualified person (as defined under the applicable provincial act, regulation or guideline, within the context of contaminated sites) and a letter report prepared stating the material meets Canadian Council of Ministers of the Environment (CCME) Agricultural Land use criteria or ambient background conditions.

In Québec, fill type: MG20 – MG56 – CG114 – MG112 – Class A material - Class B material must also meet the DND specific requirements stated here.

Minimum analytical sampling requirements include: metals, Volatile Organic Compounds (VOCs), Polycyclic Aromatic Hydrocarbons (PAHs), hydrocarbons (F1-F4), and Perfluoroalkylated Substances (PFAS).

For imported aggregate/fill materials from non-virgin sites or recycled material the decision to import fill must be made in coordination with DCC/DND. As a minimum an assessment of past uses for the source site or recycled material must be conducted by a qualified person in order to confirm all contaminants of potential concern (COPC) have been identified, and to determine if additional sampling parameters are required in order to mitigate importing recycled fill above CCME Agricultural Land Use Criteria or regional background conditions.

At a minimum, the imported fill must be tested for the identified COPCs in addition to metals, VOCs, PAHs, hydrocarbons (F1-F4), and PFAS. The sampling requirements to confirm presence/absence of contaminants will be agreed with DCC/DND based on the sampling plan for the source site for non-virgin sites prior to use on DND property.

Process
Contractor(s) must ensure, on a contract-by-contract basis, the fill material to be imported onto DND property meets the analytical criteria noted above. Analytical testing results shall be reviewed by DCC/DND on a project-by-project basis prior to being accepted as an approved fill material for the specific project in question.

Pits and quarries cannot be pre-qualified. All sampling results must be current and should be no more than 3 months old unless specified differently in the contract specification.
