Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested consultants and contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.
Description of the Program
The Construction Program will consist of multi-trade and single trade, construction projects of varying sizes and complexity. The program may include, but is not limited to new construction, repair, renovations and maintenance of Department of National Defence (DND) infrastructure in support of Canadian Forces Operations. Additional technical services supporting the program may also include, but not limited to land surveying, materials testing, geological studies, environmental studies, roof inspection services, and architectural & engineering design services. Services may be required at 5 Wing Goose Bay, and/or at one or more of the 5 Wing Goose Bay satellite sites located throughout Newfoundland and Labrador.
Overall program value is estimated at $ 7,000,000. The maximum value of any individual project is $ $5,000,000.
Description of the Services
The program will consist of construction projects that may include, but is not limited to the following:
- General Construction
- Heavy Civil
- Civil Works
- Electrical work
- Mechanical work
- Goods Supply
- APU Replacement
- Security Related Projects – various (e.g. fencing, gates, intrusion alarms, access controls, surveillance, waterside surveillance, shield doors, secure discussion areas, secure storage rooms, etc.).
- Demolition of various buildings
- Electrical Panel replacement
- Upgrade HVAC systems and controls in various buildings
- Fire alarm installation
- Road and parking lot paving
- Airfield work such as overlays, drainage studies and repairs, cracks sealing, lighting system
- Various Options Analysis (Consultant Services)
- Building Envelope Repairs (various buildings)
- Interior Renovations (various buildings)
- Building Construction (various small buildings)
- Facilities Maintenance Contracts (various buildings)
- Roof Replacement / Repairs (various buildings)
- Maintenance Contracts - various areas (high voltage transformers, rack out circuit breakers)
- Environmental Technical Support
- Engineering and Architectural work
- Geotechnical, topographically, archaeological and other specialty and professional services not mentioned elsewhere
- Specialty Consultants including energy, traffic/transport and programming consulting
- Contaminated Site Services (e.g. historical review, risk assessment, remedial action plan, etc.)
- Hazardous Materials Services (e.g. designated substances surveys & audits, inventories, abatement, etc.)
- Environmental Management Systems (EMS) Services (e.g gap audits of EMS systems, developing or updating an existing EMS, etc.)
- Biological Services (e.g. species at risk surveys, wetland surveys, natural resources, etc.)
It is anticipated that the procurement for these projects will be initiated in the period of April 1, 2021 through March 31, 2022. This is conditional on the projects receiving approval to proceed by DND.
Security Requirements
Contractors and Consultant will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants and Sub-Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Contractors and Consultants that do not meet the stipulated security requirements and that are interested in submitting proposals or bids for procurements that fall under this program can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: https://www.dcc-cdc.gc.ca/industry/security-requirements
Consultants and Contractors are asked to submit their request quoting the following information:
- Contract number GBCIP21; and
- Level of clearance requested to be sponsored for.
