The Ontario Police College is a 175 acre site located at 10716 Hacienda Rd, Aylmer, ON, N5H 2R3. The site consists of seven (7) buildings: Ontario Police College (OPC), Burn Cell, Clan Lab Training Building, DSA & Police Vehicle Operation (B25598), MSG Outdoor Firing Range, Pump House and Water Tank.
The building is equipped with an Edwards EST, model 6616 Fire Alarm Control Panel located at the building entrance. The panel is a standalone panel and is independent to the site's fire panel system. The Edwards panel is monitored by an off-site central monitoring station (Forest City Fire Protection).
Project Scope: 230311 - Study - FLS (Fire Alarm System) (274524): 1. The intent of this project is to complete a comprehensive investigation of the fire and life safety systems at the following building(s): DSA & Police Vehicle Operation (B25598) at 10716 Hacienda Rd, Aylmer, ON, N5H 2R3. 2. This study is to review and evaluate the condition as well as factors affecting the condition of the following systems: fire alarm system (panel and end devices), detection systems, emergency lighting, and exit lighting. For the sprinkler and standpipes, the study can focus on the adequacy of these fire suppression systems in relation to both applicable and current codes as opposed to evaluating the physical condition of the pipes with intrusive testing. 3. For more details, please refer to “Appendix B - 230311 - Project Summary” that shows the details of testing to be completed. Testing plan to be submitted prior to Intrusive testing. 4. Consultant to assess all applicable code compliance and determine if an upgrade is required based on those findings. The consultant must have a proven knowledge of latest building codes, NFPA guidelines and revisions to ensure value added are brought forth to mitigate proposed costs while adhering to competing codes. 5. The comprehensive study is to address issues related to capital renewal, regulatory compliance, operational efficiency and performance improvements. A site strategy must be created to remedy past piecemeal attempts to repair/upgrade failing equipment only. 6. The study should outline methods and recommendations to comply with all applicable codes, standards, and guidelines. The consultant requires appropriate security clearances and shall schedule site inspection times as to not interrupt Ministry program delivery. 7. Consultant shall provide a report detailing the existing Fire Alarm Systems including all its related equipment/components, its condition, and recommend optimal mitigation strategy (repair or renewal) options that will align with the 10-year capital plan. 8. Recommendations shall include Class D estimates for optional repairs and complete replacement of the system with accordance with IO Design Guidelines. 9. Budgetary cost will be itemized in the report to, minimally, include materials, labor, demolition and mobilization costs (i.e. equipment rentals, excavation, scaffolding and etc.). Consultant shall complete the Recommended Needs Template (RNT) including Uniformat, Project Name, Estimated Cost, Priority (P1-P5) and Delivery Year. • All visitors to the college must check in at reception and provide their driver’s license in order to receive a visitor’s pass from the security desk. • Classes are going on most of the times and hence it would be difficult to perform Non-Intrusive and Intrusive Testings. Hence it would need proper coordination for scheduling site visits.
