CBC/Radio-Canada is seeking Responses from industry in response to its Request for Information (“RFI”) for the Administration of official languages standardized testing for both English as a second language (ESL) and French as a second languages (FSL)
1. SUMMARY OF REQUIRED GOODS/SERVICES:
The key objectives in issuing this RFI are as follows:
The main purpose of this Request for Information (hereinafter “RFI”) is to obtain information on the administration of official languages standardized testing for both English as a second language (ESL) and French as a second languages (FSL). CBC/Radio-Canada is looking to further its understanding of industry standards by obtaining information from Respondents as it relates to assessments for reading comprehension, writing and oral proficiency for both official languages. In addition, if available, Respondents also offering second language training services (ESL and FSL) aligning to Federal Levels are invited to provide a Response for this service
Pursuant to the RFI, CBC/Radio-Canada may elect to continue the process and proceed to a second step, without obligation, which may result in a Request for proposal (hereinafter “RFP”). In the event that it does decide to proceed with the RFP, CBC/Radio-Canada reserves the right to include in that RFP any criteria, terms, conditions and requirements it deems necessary.
Respondents must understand that CBC/Radio-Canada would not necessarily limit participation in submitting a proposal only to Respondents identified as part of this RFI.
2. MANDATORY REQUIREMENTS:
There are no Mandatory Requirements to obtain access to the RFI documents.
3. TO OBTAIN THE RFI DOCUMENTATION
As CBC/Radio-Canada uses Merx (https://www.merx4.merx.com/cbc) to manage its solicitation process, all Respondents must obtain the RFI documents through Merx.

5. COMMUNICATION WITH CBC/RADIO-CANADA
Any contact with CBC/Radio-Canada at this stage of the RFI must be undertaken by e-mail only, which will be addressed to the CBC/Radio-Canada Representative for this RFI, whose co-ordinates appear below. All e-mails pertaining to this RFI must state the RFI reference number (RFI # HR20220202) in the “Subject” of the e-mail.

Once the tender documents have been obtained, Respondents may have queries, require further information or clarification, or discover certain omissions or ambiguities in the RFI documents. If so, or if there is any doubt about the meaning of any part of this RFI, shall submit their questions through MERX no later than the date specified in PART I: INTRODUCTION, Table 1: Critical Dates in the RFI Process of the main document. CBC/Radio-Canada reserves the right to answer only those questions submitted through Merx.
6. RECEIPT OF RESPONSES
Responses must be received by CBC/Radio-Canada, via electronic submission to the Merx Website (www.merx.com) no later than April 20,2022 at 8:00:00 pm, Eastern Time.
The Respondent has the sole responsibility for the timely receipt of a Response by CBC/Radio-Canada. The Respondent cannot transfer such responsibility to CBC/Radio-Canada. The MERX clock shall be used to determine the time of receipt of the Response, whether the time indicated on such clock is accurate or not.
Partial Responses, amendments or revisions which are received after the date and time for the RFI Submission Closing Date will not be accepted.
