The Canadian Red Cross (“CRC”) is soliciting a consultant with emergency management experience so that it may select a consultant to work alongside the Creating Safe Environments Disaster Risk Reduction Team to create a Disaster Risk Reduction and Management toolkit of resources. The DRM consultant will also prepare Disaster Risk Management (DRM) report and gap analysis of existing DRM services and programs in each province and territory to help CRC’s Risk Reduction and Resilience Service line better understand how to strengthen the CRC DRM programs. Ideally, this report will identify current DRM principles, regulations, service providers, provincial and territorial strategies, partnerships, and the mobilization of appropriate tools for distinct audiences, including Métis, Inuit, First Nation and youth, caregivers, and other community-based support structures.
CRC is considering putting in place a three-month term agreement with the selected vendor.
As set out in more detail below, this RFP seeks the following information:
- Respondent capabilities and qualifications to lead and advise on research strategy design, supportive tools and resources, and reporting.
- Cost information for services and cost containment/reduction strategies.
- Ideas and suggestions to optimize the working relationship with Risk Reduction and Resilience leadership.
