REQUEST FOR PROPOSAL
Runway 16-34 Electrical Rehabilitation

The St John’s Airport Authority Inc. (SJIAA) is inviting qualified Airfield Electrical Contractors to submit a proposal for the Airfield Electrical Rehabilitation portion of the upcoming Runway 16-34 Rehabilitation Project.
The rehabilitation project is part of the progression of the St. John’s Airport proposed $28 million, 4-year airside infrastructure upgrades program and will include the rehabilitation of the airside pavements, lighting, drainage systems and other airside safety enhancements. The program is jointly funded by the SJIAA and the Transport Canada ACIP (Airports Critical Infrastructure Program).
The works proposed under this proposal generally includes:
• Removal of the upper section of various inset lighting assemblies including the fixtures in preparation for milling and re-paving.
• Supply and installation of new upper sections (extension rings) for existing inset base can bottom sections after pavement rehabilitation is complete.
• Installation of Owner-supplied, dual-purpose, combination runway/taxiway centreline lights along a section of Runway 16-34.
• Installation of Owner-supplied of runway centreline lights along sections of Runway 16-34 as shown.
• Removal of all existing Runway 16-34 edgelights, threshold lights and green approach lights across the 16 threshold including mounting stakes, isolating transformers and secondary conduits/cabling.
• Installation of Owner-supplied high intensity, LED elevated runway edgelights and threshold lights c/w Contractor-supplied mounting stakes, frangible couplings, isolating transformers, secondary conduits/cables and pullpits.
• Installation of Owner-supplied of high intensity, LED inset runway edgelights c/w the associated base can assemblies, excavation, concrete, reinforcement, isolating transformers, secondary conduits/cables and pullpits.
• Installation of Owner-supplied of green LED elevated approach lights across the 16 threshold c/w mounting stakes, frangible couplings, isolating transformers, and secondary conduits/cables.
• Removal and re-installation of the existing quartz, inset stop bar lights on Runway 16-34 across the Runway 11-29 hold line.
• Removal and re-installation of the existing quartz, elevated, supplementary stop bar lights on Runway 16-34 at the Runway 11-29 hold line.
• Removal and re-installation of the existing quartz, elevated, runway guard lights on Runway 16-34 at the Runway 11-29 hold line.
• Removal and re-installation of the existing quartz, inset lead-on/lead-off taxiway centreline lights on Runway 16-34 beyond the Runway 11-29 hold line.
• Replacement of the existing Runways 16 and 34 PAPI systems and windcones with new, Owner-supplied LED units as shown c/w isolating transformers and all cabling/connections.
• Replacement of existing taxiway centreline lights along sections of various taxiways with new, Owner-supplied LED units as shown c/w isolating transformers and all cabling/connections.
• Removal and re-installation of selected elevated taxiway edgelights.
• Provision of all related electrical cabling, raceways and connections.
• Demolition and removal of existing, obsolete equipment and cables.
• Provision of other related work as specified and indicated on the Drawings and in the Specifications.
Interested Proponents must submit a Proposal in the prescribed format and within the time limit established herein.

Any inconsistency, discrepancy, ambiguity, or omission noted in this document should be brought to the immediate attention of Avia NG in writing.
Avia NG may provide additional information, clarification, or modification by written addendum. All such addenda shall be incorporated into and become part of this document. SJIAA and Avia NG shall not be bound by oral or other informal explanations or clarifications not contained in such addenda.
Proponents using e-mail transmission for inquiries assume the entire risk that the document will be properly received by Avia NG, on time or at all.
Detailed project information including drawings, specifications, project phasing requirements, Plan of Construction Operations (PCO), schedule and working restrictions are available on MERX for the Runway 16-34 Rehabilitation Project, Contract No. LHI 2200-0875.
All Bidders submitting for this proposal must be registered plantakers of the Runway 16-34 Rehabilitation Project, Contract No. LHI 2200-0875 project on MERX. The Bidder’s proposal shall meet all specifications and requirements of the Runway 16-34 Rehabilitation Project, Contract No. LHI 2200-0875 as well as all the specifications and requirements of this RFP.
The general project schedule will be as indicated on drawing CS1 (Contract No. LHI-2200-0875).
The successful Airfield Electrical Contractor will be nominated to the successful General Contractor of the Runway 16-34 Rehabilitation Project and will be required to enter into a subcontract agreement with the General Contractor.
Bidders are encouraged to engage in discussions with General Contractors prior to the RFP closure and nomination announcement.
