WDBA 2022-018 - Investment Grade Traffic and Revenue and Price Elasticity Study

Windsor-Detroit Bridge Authority (WDBA) is seeking the services of an experienced firm or agency to conduct an in-depth Investment Grade Traffic and Revenue and Price Elasticity of Demand Study for the Gordie Howe International Bridge. The chosen proponent will be required to conduct primary and secondary research, develop a price elasticity model for toll rates and carry out revenue projections based on various economic scenarios. It is expected that the findings of the study will be submitted in report format, with accompanying data sets and presentation decks, as required. The selected proponent may also be requested to present the report findings to various internal and external stakeholders.

Ultimately, the findings of the study will inform WDBA’s business planning in anticipation of the Gordie Howe International Bridge becoming operational.

WDBA expects to post a Request for Proposals (RFP) for the Study on MERX in September 2022. The RFP will be open for 60 days. During this period, any requests for information can be submitted to the email address posted in the RFP. The selected proponent must have a valid Government of Canada security clearance or be able to obtain one upon request. We encourage qualified applicants to monitor MERX and apply for the RFP once it’s posted.
