This Invitation To Tender is for the maintenance of all tracks at VIA's Toronto Maintenance Centre. This includes Track and Signals inspections services, routine maintenance, snow removal services and additional work related to the same topics.
Integrating track maintenance services with snow removal services should reduce seasonality impact on workforce requirements.
In order to present a valid Tender, the Tenderer will have to meet the following mandatory requirements:
1) Insurance Tenderer has the following minimal insurance coverage:
a) Commercial General Liability Insurance of [$5,000,000]
b) Standard Owners Form Automobile Liability Insurance of [$5,000,000]
c) All Risks insurance policy
Tenderer is requested to provide proof of meeting these insurance requirements by submitting a copy of their existing certificate in this Form of Tender,
Or
Tenderer to provide VIA with a letter issued in favour or VIA dated and signed by an authorized representative of its insurance company stating that if the Tender is successful, insurance policies in accordance with the contract will be issued following contract award.

3) Experience - Track
Tenderer must have a minimum of five (5) years of experience in track construction and maintenance
4) Project Manager and Track Program Supervisor Experience
Project manager must have a minimum of ten (10) years of experience in project management.
Track Program Supervisor must have a minimum of ten (10) years of experience in track construction or maintenance. Yes or No
5) Railway Equipment to perform Railway works – Track portion
The Tenderer must be able to have access (owned or rented) railway equipment at least tamper, stabilizer, loaders etc....
6) WSIB
Written confirmation from the WSIB having jurisdiction over the location of the work certifying that the Tenderer is in good standing
7) Number of people available in the GTA to perform the snow removal scope of work
During snow storms and/or periods of blowing snow classified as Severe or Extreme by VIA, the Service Provider must be able to provide a minimum of twenty-five (25) people on site at the same time, 1 hour prior to the start of impending weather for the purposes of yard preparation.
