VIA will attempt to obtain a LEED certification for its Winnipeg and Ottawa stations. VIA will require a service provider to assist and advise throughout the process as well as execute certain credits, given specific LEED expertise currently does not exist internally. VIA wishes to retain the services of a consulting firm specializing in LEED (Leadership in Energy & Environmental Design) for Existing Building Operation & Maintenance v4 ("LEED EB:O&M v4") implementation to support and manage the process.
In order to be able to submit a tender, the Tenderer must be able to comply with the following mandatory criterias:
1) Insurance: Tenderer has the following minimal insurance coverage:
1a) Commercial General Liability Insurance of [$5,000,000]
1b) Standard Owners Form Automobile Liability Insurance of [$2,000,000]
2) Experience of Team Lead = “Window-Window contact”: The Team Lead assigned to VIA’s mandate must have a minimum of 3 years of experience in LEED EBOM certification management and implementation and must have obtained or in process of obtaining at least two LEED EBOM v4 certifications with other clients
3) The Team Lead must have been assigned to a minimum of 2 projects leading to LEED Existing Building O+M v4 acquisition within the last 8 years.
4) The Team Lead must have the LEED O+M AP certification.
5) Experience of Team: The team resources assigned to VIA’s mandate must have a minimum of 2 years of experience in LEED EBOM certification
6) Tenderer must assign at least one (1) LEED O+M accredited professional to the project; in an active role who can sign the LEED form to satisfy the LEED accredited professional credit.
7) Tenderer must assign at least one individual with the following energy efficiency related certifications: CBCP (Certified Building Commissioning Professional) or BCxP (Building Commissioning Professional Certification) for commissioning of energy efficiency measures
8) Tenderer must assign at least one individual with the following energy efficiency related certifications: CMVP and/or CEM (Certified Measurement and Verification Professional and/or Certified Energy Manager) for energy monitoring and recommissioning as well as third party reviews
9) Location: The Team Lead must be available for weekly meetings in the Greater Montreal Area at VIA Rail’s Montreal Headquarters in Downtown Montreal.
10) The Tenderer must be able to work in Ottawa and Winnipeg
11) Languages: The Team Lead must be able to communicate in English and in French (oral and writing).
12) The tenderer must be able to provide documentation in English and in French.
