Description

VIA Rail is seeking an existing and proven reservation system solution from a software provider or a recognized partner / system integrator along with the required professional services for transition, implementation, training, support and maintenance. The reservation solution provider can collaborate with other parties to deliver the agreed upon product and services. Based on the best practices in the industry, VIA Rail’s objective is to implement a reservation system meeting VIA Rail’s requirements with only configurations and minimal customization i.e.: close to Out-of-the-Box (OTB) to achieve the desired results. The focus of this RFP is on VIA Rail’s Corridor Service; the InterCity services between Quebec City and Windsor, with the Long-Distance services being optional.

Mandatory Requirements:

Insurance

Proponent has the following minimal insurance coverage:

Technology, Errors and Omission Insurance of $15,000,000

b. Commercial General Liability Insurance of $10,000,000

Proponent has the following minimal insurance coverage if a cloud based solution is proposed:

Cybersecurity Insurance of $5,000,000

French Canadian Language - Application
The Proponent shall offer a reservation system that is available with both an English and French Canadian user interface. Both languages must be available from the same application instance including the Help and User Guide online help.

French Language Support
Level 1 support must be available in English and French. Level 2 and 3 support can be in English only.

WCAG 2.0 level AA compliant
All customer facing touchpoints need to be WCAG 2.0 Level AA compliant.

Third-party Security Assessment
Proponent’s services have been subject to a third-party security audit within the past 12 months. The audit must have been performed by a licensed auditing firm and must cover security and availability principles at minimum.

Business Continuity
Proponent shall have fully operational Disaster and Business Recovery Plans (DRPs and BCPs) for the solution.

PCI requirements
VIA Rail has chosen to outsource its payment processing to its acquirer (currently Moneris) as such limited PCI requirements are applicable for the Proponent.
The Proponent must:
1. Integrate with the acquirer’s hosted iframe and tokenization solution
2. Comply with minimal PCI requirements (i.e., SAQ A equivalent)

a.       Receive written approval from VIA’s production support team representative confirming VIA PCI Committee’s approval before changes are made to any user payment interface end points or API’s.
b.       Breach notification
c.       QSA/ISA access for assessments/audits (right to audit clause)
d.       Agree to comply with any evolution of the PCI-DSS Standard

Data residency
VIA data must reside in Canada or be hosted in a country that has equivalent privacy standards.

Privacy Legislation
The New Reservation System must allow VIA to comply with all of its obligations regarding the privacy of its user data, including pursuant to Canadian and European legislation (both existing and currently contemplated).

Consumer Protection
The system must allow VIA to meet all of its obligations under applicable consumer protection legislation.

Taxes
The New Reservation System must apply commodity taxes (Goods and Services Tax/Harmonized Sales Tax, Quebec Sales Tax, Provincial Sales Tax) on the type of services rendered, if applicable.
All applicable tax must be in compliance with all Federal and Provincial laws and regulations in force in Canada.

The Proponent must sign the attached Confidentiality Agreement and return electronically to gina_siviero@viarail.ca. Once the Confidentiality Agreement has been received by VIA, all documents will be released in MERX to the Proponent.
