Description of Procurement
The purpose of the Maintenance Facilities Modernization Project is to modernize VIA Rail’s existing Toronto Maintenance Centre (the “TMC”) and Montreal Maintenance Centre (the “MMC”) (the “Facilities”) in order to provide enhanced modern servicing to support the arrival of VIA Rail’s new fleet (scheduled to be delivered progressively between 2022 and 2024).
VIA Rail Canada Inc. is conducting a request for qualifications (“RFQ”) process for the subsequent procurement of design build services for each of the MMC and TMC. Applicants may seek to be prequalified through this RFQ process in respect of either the MMC or the TMC or in respect of both facilities.
The RFQ process will not involve negotiation or an electronic auction.
Procurement Documents

Prospective suppliers who are interested in participating in the RFQ process are required to execute and return the confidentiality agreement attached to the RFQ as “Appendix G” by e-mail to maintenancefacilitiesprocurement@viarail.ca in order to obtain access to the data site that VIA Rail will use for the RFQ process.
Prospective suppliers should note that an Applicant’s Meeting will be held on February 11, 2020 via webinar and information related to attending this meeting will only be available to prospective suppliers that have executed and submitted the confidentiality agreement.

The prequalification submissions will not be opened publicly.
Timeframe for Delivery
The Project will need to ensure the seamless transition from continuously servicing the existing fleet of VIA Rail trainsets to accommodate and service the first delivery of 10 new trainsets in 2022 (as well as the next 22 trainsets which will have a staged delivery up to 2024), and subsequently achieve completion whereby only the new trainsets are serviced.
Prequalification
VIA Rail intends to select up to four prequalified suppliers in respect of each Facility to be invited to participate in the subsequent procurement process.
VIA Rail will base its selection of prequalified suppliers on the following criteria:
- Financial Capacity
- Applicant and Prime Team Member Organization
- Prime Team Members’ Experience – Project Examples
- Prime Team Members’ Experience – Key Individuals
- Project Approach
- Safety Certification
To demonstrate financial capacity, prospective suppliers will be required to provide certain financial information, including details regarding parent company guarantees. The evaluation criteria are described in more detail in the RFQ documents.
Language of Submission
Prequalification submissions can be submitted in English or French.

If there is a conflict between the RFQ documents and this notice, the RFQ documents will take precedence.
Note that only prospective suppliers prequalified in the RFQ process will receive further notices of procurement related to the subsequent procurement process.
