202107014 - Lifeline Installation in the Montreal Maintenance Center

VIA Rail is looking for a supplier for lifeline design-build services that provide fall protection to maintenance workers working above trains at the VIA Rail Maintenance Center in Montreal. The supplier must provide the following:
1. Detailed design - The supplier shall carry out the detailed design of the lifeline meeting all the specifications provided. This includes the completion of all detailed design drawings and specifications, sealed by a professional engineer registered with the Ordre des Ingénieurs du Québec. The manufacturing of components for the lifeline support must not start until the detailed design has been approved by VIA Rail.
2. Construction - The supplier will construct the lifeline as indicated in the design drawings and specifications.
3. Post-Construction – The supplier will perform all post-construction services (i.e. “as-built” drawings and documentation, commissioning including lifeline certification, operating manuals and maintenance) and provide the required support to VIA Rail to meet regulatory requirements once construction is complete.

In order to submit a Tender, the Tenderer must comply with the following mandatory criteria:

1)Tenderer must be at the mandatory site visit as indicated in this ITT.
2) The Tenderer confirms his Tender complies with VIA requirements and commits to respect them during the entire project duration. 
3)General Contractor or its subcontractor must have a minimum of 10 years of experience in lifeline conception. 
4) a. General Contractor must have a minimum of 10 years of experience in lifeline installations.
b. Subcontractors must have a minimum of 5 years of experience in their related expertise of work.
5)The Tenderer must provide their RBQ certificate. 
6)The Tenderer must provide their CCQ license.
