VIA requires services for the creation of programs for specific fields in environment, health and safety. VIA also requires on demand servcies such as audits, on site analysis and recommentations in various locations in Canada across VIA's network. The Tenderer may submit a tender on any combination of fields but must provide all the services within that field (program and on demand services). The fields are :

1.1.5. Ergonomic
1.1.6. Machine guarding
1.1.7. Motorized vehicle
1.1.8. Contractor management

1.1.10. Chemical product management
1.1.11. Confined space
1.1.12. Working alone
1.1.13. Hearing protection
1.1.14. Working at heights
1.1.15. Sanitation and hygiene
1.1.16. First aid management
1.1.17. Lifting and handling
1.1.18. Hygiene
1.1.19 Environment
To be able to submit a Tender the Tenderer must comply with the following mandatory criteria:
1)The Tenderer must be able to provide the Services in English and French.
2)The Tenderer must provide all the services described in Part B-Appendix A for each field on which they are submitting a Tender.
3)The Tenderer must be able to send their subject matter expert to any location in British Columbia, Alberta, Saskatchewan, Manitoba, Ontario, Quebec, New Brunswick and Nova Scotia.
4)The Tenderer must have a minimum of 5 years of experience working with the Canadian Occupational Health and Safety Regulations (Federal).
5)The Tenderer must have a minimum of 5 years of experience working with the Canadian Environmental Protection Act.
