VIA is looking for Suppliers for the provision of direct to locomotive diesel in Halifax, Québec, Thompson, Kamploops and Prince George. VIA requires diesel across Canada to be delivered directly to its locomotives. Requirements vary from one area to the other either in terms of schedules, average loads or frequencies. The Bidders are not obligated to bid on all locations, the Bidders may submit pricing on one (1) or more locations.
On top of requesting a delivered price, VIA is looking to evaluate the opportunities of setting up pick-up (FOB-supplier) agreements and dealing directly with carriers. The Tenderer may therefore submit one (1) or two (2) financial Tenders; a first for the provision of diesel fuel, and/or a second to provide delivery services directly to locomotives. VIA reserves the right to choose which option delivers the best value and to retain different suppliers depending on the site; it is therefore possible that distinct contracts will be awarded for the supply and the delivery of fuel.
In order to submit a bid the Bidders must be able to comply with the following mandatory criteria:
1)The Bidder has the following minimal insurance coverage:
a)Commercial General Liability Insurance of $5,000,000 per occurrence.
b)Standard Owners Form Automobile Liability Insurance of $5,000,000
2)The Bidder must be able to submit invoices through:
- through EDI format (applicable to fuel providers only – not carriers); or
- through EDI format or in a “grouped” format (applicable to carriers only – not fuel providers)
3)The Bidder must have a procedure in place in case of spillage of diesel fuel
4)The Bidder must be registered, in the province(s) where a Bid is presented, as a wholesaler, in order to be in a position to not invoice VIA for provincial sales taxe(s) (see article 15 of the contract in Part B applicable to fuel providers only – not carriers).
5)The Bidder must be able to fuel the trains with a Snyder nozzle.
