Description

VIA Rail Canada Inc. (“VIA”) is looking for the Supplier(s) to provide Canadian Railway Operating Rules (CROR) Subject Matter Expert (SME) consulting services and/or Canadian Railway Operating Rules (CROR) training services with French and English instruction for the following categories:

A. Bilingual Canadian Railway Operating Rules (CROR) Subject Matter Expert (SME) consulting services (English& French)
B-1. Canadian Railway Operating Rules (CROR) training services (in English)
B-2. Canadian Railway Operating Rules (CROR) training services (in French)

The Tenderer can submit the tender response for one or more categories.
A Tenderer could be selected for one or more categories or various Tenderers could be selected for the same categories.

In order to submit the proposal, the Tenderer must be able to comply with the following mandatory criteria:

1) Service languages
• Category A: Bilingual Canadian Railway Operating Rules (CROR) Subject Matter Expert (SME) consulting services
The Tenderer must be able to deliver all the services specified in Part B, Appendix A, to VIA in both official languages of Canada (English & French).

• Category B-1: Canadian Railway Operating Rules (CROR) training services (in English)
The Tenderer must be able to deliver all the services specified in Part B, Appendix A, to VIA in English.
• Category B-2: Canadian Railway Operating Rules (CROR) training services (in French)
The Tenderer must be able to deliver all the services specified in Part B, Appendix A, to VIA in French.

2) Experience
• Category A: Bilingual Canadian Railway Operating Rules (CROR) Subject Matter Expert (SME) consulting services
The Tenderer must have a minimum of ten (10) years of proven experience in the field of Canadian Railway Operating Rules (CROR) Subject Matter Expert (SME) consulting services.

• Category B (including B-1 & B-2): Canadian Railway Operating Rules (CROR) training services
The Tenderer must have a minimum of ten (10) years of proven experience in the field of Canadian Railway Operating Rules (CROR) training delivery services.

3) Traveling
For Category A and Category B (including B-1 & B-2):
The Tenderer must be able to travel within Canada as per VIA’s specific request.

4) Canadian Railway Operating Rules (CROR) certification
Category B (including B-1 & B-2): Canadian Railway Operating Rules (CROR) training services
The Tenderer currently possess or has previously possessed in the last five (5) year a valid Conductor or locomotive engineer Canadian Railway Operating Rules (CROR) certification.
