Description

CONTEXT
VIA Rail Canada Inc. (VIA) is seeking specialized firms for the following services:

Internal auditing performed in compliance with generally accepted auditing standards set by the Institute of Internal Auditors (IIA)
Ad-hoc consulting (excluding taxation and consumption tax issues) that an firm may provide

Mandates

Select a primary firm for the internal audit
Select and prequalify two firms to carry out consulting and internal auditing mandates (in the event that the primary internal auditing firm is unable to carry out a mandate)

Following this Request for Proposal VIA will qualify 3 firms. 1 firm as the primary internal auditing that can also offer consulting services and 2 firms to carry out consulting mandates (these firms may be asked to carry out internal audit mandates in case of lack of independence of the main firm in verification). For each consultation mandate, the 3 firms will be asked to submit a proposal and the mandates will be granted based on experience, expertise and financial proposal.
