Description

VIA Rail is looking to partner with a results-driven creative/media agency (or group of agencies) to help fulfil its vision to be a smarter way to move people, together with its passenger-first mission. The selected agency(ies) will have to collaborate closely with the VIA Rail Marketing team and the current Digital agency partner in order to plan and deliver highly targeted, effective, and integrated advertising campaigns driving VIA Rail’s annual revenue targets and long-term growth and transformation objectives.

The goal of this Request for Proposal (‘’RFP’’) process is to select a unified solution where creative and media services are fully integrated. VIA Rail will only accept proposals with one of the following approaches:

A Creative & Brand agency with internal media planning and buying expertise;
A Creative & Brand agency in partnership with a Media agency;
A Media agency in partnership with a Creative & Brand agency.

The first phase is to fill out and return the pre-qualification form (ITT202012001 Creative+Media Prequalification form), as well as provide all the information required in the Tender document.
VIA wishes to prequalify a maximum of ten (10) tenderers.
In a second phase, VIA will publish an invitation to tender to the prequalified tenderers and share the relative documents which will present VIA’s requirements. Only the prequalified vendors will receive the invitation to tender.
Tenderers who wishes to be part of the prequalified vendors list shall fulfill and return the documents before the closing date & time. Tenderers can provide their answers in one of the two official languages of Canada.

To ensure that the answers to this prequalification are considered, tenderers shall include all the information requested by the documents of this Tender. VIA reserves the right to disqualify any tenderer who doesn’t provide a complete answer.
