The project consists of the upgrading/replacement and unification of all access control and video surveillance systems through the implemantation of corporate platforms for each systems (access control and video surveillance) as well as the addition and/or replacement of various security components. Forty nine (49) sites with buildins and six (6) railway corssings from Halifax to Vancouver, with the majority in Quebec and Ontario, are covered by the project. The inventory of existing security equipment is comprised of : in excess of 600 digital and analog cameras over fifty-three (53) locations; and approximately 20 gateways, 200 door controllers and 500 doors across forty-seven (47) sites.
VIA Rail reserves the right to award the contract in whole or in part, and to not include all locations.

In order to be able to submit a Tender, the Tenderer must comliant to the following criteria:
-Tenderer to provide proof of insurance or a letter issued in favour of VIA dated and signed by an authorized representative of its insurance company stating that if the Tender is successful, insurance policies in accordance with the contract will be issued following contract award
a)Technology, Errors and Omission Insurance of $5,000,000
b)Commercial General Liability Insurance of $5,000,000
c)Standard Owners Form Automobile Liability Insurance of $5,000,000
-Tenderer must be present at mandatory site visits.

-Tenderer must provide documentation proving that the Tenderer is an authorized and certified integrator of the products composing the proposed solution.
For work executed in Quebec, the Tenderer must provide certifications from the Commission de la construction du Québec and the Bureau de la sécurité publique.
-The project deployment must be completed prior June 30, 2017. (for priorities 1 and 2)
-Tenderer must supply bilingual technical support with a phone line that will be available 24/7
