Description:
The RFP is an invitation to submit offers for the provision of quotations from qualified Consulting Engineers to provide Mechanical/Electrical design services to three main work packages:
Scope A: Air Handling Upgrades and Environmental Controls to replace and upgrade key mechanical systems in the Science Wing (S-Wing) (approx. 120,000 CFM of Air Handling to Laboratories and Mixed use space) and Humanities Wing (H-Wing) (approx. 50,000 CFM of Air handling to public circulation and office space) Mechanical Penthouses, along with upgrade of fume hood air flow monitoring and environmental controls in portions of the Science Wing.
Scope B: Central Heating Modifications - The university will be undertaking a steam to hot water conversion in its central utilities plant representing approximately 50 % of its connected load or 25 MMBU/hr. of heating capacity. The work will include hydronic distribution to the service loads.
Scope C: Geothermal System Integration - The university will be installing a 1115 KW geothermal field in its Science Wing Courtyard. The consultant will be responsible for providing detailed design of the hook up of the geothermal field to the campus heating and cooling distribution systems.
The successful proponent(s) will become the Consulting Engineer for the project(s). The role of the Consulting Engineer will be to work with the UTSC team to develop a detailed technical package of work including Mechanical and Electrical specifications and drawings, as further described in Appendix E – RFP Particulars – Section A. This Procurement is covered by:
Chapter 5 of the Canadian Free Trade Agreement
Chapter 9 of the Ontario-Quebec Trade and Cooperation Agreement
Chapter 19 of the Comprehensive Economic and Trade Agreement between Canada the European Union.
Time-Frame for Delivery/Duration of Agreement:
Substantial Completion of Project by February 28, 2019.
Negotiation:
At the end of the evaluation process, the University of Toronto Scarborough may identify one or more bidders with whom it wishes to enter into negotiations, by written notification.
Responses must be submitted in English.
