DESCRIPTION OF PROCUREMENT
The University is conducting an RFP for Services Of A Technical Lead For Property Tax Reform
Based at the Munk School of Global Affairs and Public Policy at the University of Toronto, the Local Government Revenue Initiative (LoGRI) is a semi-autonomous initiative of the International Centre for Tax and Development (ICTD). The ICTD is a leading global policy research network dedicated to improving the quality of tax policy and administration in lower-income countries.
LoGRI requires the services of a lead technical expert to provide support to a portfolio of property tax reform projects, and related initiatives, which are central to the broader LoGRI work program. That work will build on insights developed during the first five years of the APTI/LoGRI program related to, among others:
1. approaches to effective property identification and registration for tax purposes;
2. locally appropriate approaches to property valuation;
3. the development of effective billing, compliance and payments systems; and
4. the design and implementation of effective IT solutions to support property tax reform.
The procurement is anticipated to involve negotiation. An electronic auction is not anticipated

CONTRACT DETAILS
The term of the agreement is one (1) year with optional two (2) years extension at 1-year intervals
