DESCRIPTION OF PROCUREMENT
The University is conducting a RFP for Radio Upgrade and Service.
UTM would like to request proposals to replace the existing legacy ICOM based voting radio system with a moto TRBO capacity plus trunking radio system. The Capacity Plus trunking system is necessary for UTM to maximize the talkgroup capability and bandwidth gained by this level of system operation. This platform is currently in use at the other University of Toronto campuses and it is desired to maintain this mode of operation to allow for a more fluid level of interoperability at all other UofT campuses.

The procurement is anticipated to involve negotiation. An electronic auction is not anticipated.

Submissions must be submitted electronically at https://utoronto.bonfirehub.ca/ on or before June 10, 2019 (2:00:00 PM local time).

The submissions will not be opened publicly.

CONDITIONS FOR PARTICIPATION
The procurement is subject to the following conditions for participation:
Proponents that do not achieve the minimum scores in the sections indicated below may not be eligible for consideration further in the RFP Process.

Must achieve a minimum of 60 out of 75 points in the Technical Evaluation

APPLICABLE TRADE AGREEMENTS
This procurement is subject to the following trade agreement(s):

The Canadian Free Trade Agreement, Chapter Five
The Comprehensive Economic and Trade Agreement, Chapter 19
The Ontario-Quebec Trade and Cooperation Agreement, Chapter 9

CONTRACT DETAILS
The term of the Agreement is to be for five (5) years. It is anticipated that the Agreement will be executed in June/July 2019.

The University will base its selection of qualified suppliers on the following criteria:

Site Visit (pass/fail)
Motorola Elite Partner (or equivalent) (Pass/Fail)
Native Compatibility with St. George Campus (25 Points)
Experience & Qualifications (20 Points)
Project Schedule and Training (20 Points)
Emergency Response ( 10 Points)
