The purpose of this RFP is an invitation for qualified and experienced proponents to submit proposals for the provision of Employee and Family Assistance Program (EFAP) to the University of Calgary (“UCalgary”) and its satellite locations.
The University of Calgary has four (4) campuses in Calgary area and one international campus. Main campus – 2500 University Drive NW, Foothills campus, Spyhill campus and field stations in and outside of Alberta.
International Campus:
UCalgary’s Doha, Qatar campus is included in the scope of EFAP
EFAP services may also be required for staff travelling internationally.
The EFAP will support the University of Calgary employees and their families in addressing personal and work-related problems and issues on a short term, time limited basis. Its main role is preventive including health coaching and short-term solution focused counseling but it is also expected to support employees and their families in times of crisis.
The key objective of the EFAP is to provide short term interventions (and referrals for long term intervention, if appropriate) to employees and their families. The University and employees share responsibility in addressing personal wellness. Access to the program is voluntary and safeguards exist that protect user confidentiality. For example, in person employee counseling appointments should not be booked back-to-back, the provider should not leave phone messages without prior permission, etc.
The successful proponent is responsible for safeguarding personal information of counseling clients in keeping with accepted professional standards in the successful proponent’s jurisdiction. Counseling records must be kept in the successful proponent’s custody not UCalgary’s. Reports provided to UCalgary must contain aggregate data only and no personally identifiable information. The counseling relationship and any record emanating from that interaction is strictly between the client (staff member or eligible family) and the successful proponent.
UCalgary currently has approximately 6800 group benefit eligible employees that can utilize services offered through the EFAP. Employees family members also have access to EFAP.
The EFAP shall provide short-term counseling for a wide range of topics, including but not limited to:
- Substance-use-related issues
- Emotional and/or mental health
- Work-related issues
- Family, parenting, marital, couple, and individual issues
- Wellness & Other services
The University is looking for a provider that bases sessions on the individual needs of the client, however, the expectation is that the successful proponent’s services will be within the context of a short-term counseling model, for example, up to 10 sessions per case.
