This Request for Proposals (the “RFP”) is an invitation by Centre d’excellence en approvisionnement FRANCOachat and its participating agencies (“CEA FRANCOachat”) to prospective proponents to submit proposals for Enterprise Resource Planning (ERP) System, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”). This competitive procurement process is being completed on behalf of the Université de l’Ontario français: 1. Université de l’Ontario français (UOf) 21 College Street, 6th floor, Suite 600 Toronto, ON M5G 2B3 UOf requests proposals from qualified firms to implement the ERP as a Software-as-aService and to provide support and maintenance. To that end, UOf is seeking proposals to engage the services of a qualified professional firm(s) experienced in providing and implementing ERPs, general guidelines for proper workflow and security, start-up training and on-going support and maintenance of all applications. It is required that the proponent will manage and host the proposed ERP Software-as-a-Service solution. Because UOf was recently created, no system was acquired so far and everything has been managed using MS office tools (Excel, word, etc) UOf is seeking a user-friendly system, with a strong connectivity between the Human resources and the accounting modules, as well as between the general ledger environment and the transactional environments. The ERP will also provide automations, audit trail and drill-down functionalities, enhanced reporting tools the capability to interface with a range of other software packages procured for the various service areas within the Organization. Interfacing packages may include payroll and time management, Students Information System, travel authorization. It is expected that the software will support a chart of accounts that enables both fund and Financial Accounting for the University. Key areas of functionality: ● Business Intelligence capability. ● Standard Financial Statements compliant with CPA Canada Accounting manual for Non-for-Profit Organizations. ● HR Management module ● Retention of a minimum of seven (07) years of detailed financial information ● Fully integrated modules ● Flexible and efficient reporting system ● Must have the capacity to host multiple Bank accounts in multiple currencies.
