Be a Schedule 1 financial institution chartered under the Canada Bank Act.

Be a Tier 1 financial institution under the Bank of Canada.
Be a large Value Transfer System participant and an Automated Clearer Settlement System direct and group clearer under the Canadian Payments Association membership rules;
Have membership in the Canadian Deposit Insurance Corporation.
