P02PV20709 - P02PV20709 - DEVELOPMENT OF A 5-YEAR FARE POLICY

TTC requires a Consultant to develop a comprehensive and integrated 5-year fare policy. This will include a thorough canvassing of fare options from full-cost recovery to zero fare, including but not limited to flat fares, discounted fares, distance based, etc. The 5-year fare policy will identify and establish the relative priority of policy goals (e.g. increasing ridership, social equity, generating revenue) to guide the setting and collection of fares. It will also identify constraints (e.g. funding, technology) that influence fare policy decision making and guidelines for determining and implementing changes to fares. This work will provide primary guidance to separate and concurrent work being completed on the 10-Year fare collection outlook, which is issued under a separate contract. The Work in this Contract is expected to happen concurrently.
