RFI Intent
The purpose of this Request for Information (RFI) is solely to gather information on a corporate Web Content Management platform to be the basis of our Digital User Experience. This platform is expected to provide a lightweight, template based, software solution that is used primarily by non-technical users to author and publish content for the community and internal employees. It is expected that this platform meets, if not exceeds, Accessibility standards at all times with low maintenance requirements.
Web Content Management capability. Submissions may range from partial to full scope and should include high-level pricing to estimate future budgetary requirements should the Toronto Police Service (TPS) elect to proceed with such an acquisition.
This RFI document does not form a competitive bid process or legal offer.
In the event, the TPS is satisfied that there is sufficient interest, availability, and feasibility of providing suitable solutions, the TPS may, but is not obligated to initiate a competitive bidding opportunity. It is important that respondents understand that this RFI document and their participation by responding is not interpreted or construed as a solicitation for tenders or proposals.
This RFI will not be used to pre-qualify or screen respondents in connection with a future competitive bidding process, if any is to be initiated by the TPS. It is the respondent’s responsibility to monitor the MERX website at www.MERX.com for possible subsequent bidding opportunities, which will be open to the public whether or not a response to this RFI is made.
Respondent Participation
TPS encourages participation from potential solution providers in this RFI process, the results of which will be reported back to an evaluation committee. In turn, the committee will consider submitted responses when determining whether or not to initiate a competitive process to solicit bids for all or part of any of the areas that fall under the Web Content Management Solution.

Uploading large documents may take significant time, depending on file size and internet connection speed. It is recommended that respondents review the MERX EBS instructions well in advance of the closing date and allow sufficient time before the closing date to upload documents and finalize their submissions.
Respondents will receive an email confirmation receipt with a unique confirmation number upon finalizing their submissions.
Submission Deadline
Respondents are to make their submission through the MERX EBS System prior to 1:00:00 P.M. local time on Friday, December 10, 2021
