This Request for Quotation (RFQ) is an invitation by the Toronto Police Services (TPS) to prospective and qualified bidders to submit a quotation for Vehicle Towing & Storage Services, as further described in this RFQ
SUBMISSION REQUIREMENTS
Quotations must be submitted through the MERX Electronic Bid Submission (“EBS”) System prior to 1:00:00 P.M. local time on Friday, February 19, 2021 Local Time.

Bidders shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, in accordance with the Submission Requirements outlined in the RFQ.

TPS reserves the right to reject any or all responses at its sole discretion.
PREAMBLE
The TPS maintains the towing and pound Contracts in line with its service priority of improving road safety and traffic flow. TPS is committed to ensuring there is a fair and professional process for vehicles towed by or for the TPS and that a secure place is provided to store these vehicles until they are lawfully retrieved or disposed of.
MANDATORY EXPERIENCE
To be eligible to be awarded this Contract, a Bidder MUST have an existing towing and pound business with an office, trucks and drivers, and other necessary equipment, although it does not have to be the pound, trucks and equipment intended to be used for the purposes of the Contract. Bidders must show proof that the business has been in existence and operating as a vehicle towing and storage company for at least the three (3) years preceding the closing date of this Bid Document. This can be shown through business and licensing records, or through any other records, that satisfy the TPS, in its sole discretion, that the Bidder has operated the towing and pound business for the required time period. TPS, in its sole discretion, may choose to independently verify the operation of the business for that period.
CONTRACT TERM
The term of this Contract is for three (3) years commencing from the date of Award, with an anticipated start date of June 1, 2021.
TPS reserves the right to renew the contract for an additional two (2) one (1) year terms based on the same terms and conditions, including pricing. This renewal is contingent upon continued need, budget approval, acceptable performance by the Service Provider and Board approval if applicable. Total term shall not exceed 5 years
PIGGYBACK (if applicable)
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Pricing Submission form if they will extend the pricing, terms, and conditions of this Bid to other Public Bodies if the Bidder becomes the Vendor.
If the Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the Goods described herein based on the terms, conditions, prices, and percentages offered by the Vendor. Minor changes in terms and condition, including shipping and delivery options, may be negotiated by participating agencies.
Please note: copies of the Vendor’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
NON-EXCLUSIVITY
The creation of this RFQ shall not be a guarantee of exclusivity.
