This Request for Proposal (RFP) is an invitation by the Toronto Police Services (TPS) to submit a proposal for the Provision of Supplementary Legal Services in Employment and Labour Law as further described in this RFP.
SUBMISSION REQUIREMENTS
Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System prior to 1:00:00 P.M. local time on Monday, August 23, 2021 Local Time.

Proponents shall be solely responsible for the delivery of their submission using the MERX portal by the time and closing date, in accordance with the Submission Requirements outlined in the RFP.

PREAMBLE
The Toronto Police Services Board is seeking professional services to provide supplementary legal services as needed, Professional services interested must have a proven track record of providing legal services and have a solid understanding of policing organizations, the Police Service Act and its Regulations.
The Board regularly deals with issues of employment and labour law that are of significant public interest and that attract media attention. Some of these issues are particularly sensitive, contentious or political. The Board, on a case-by-case basis, requires legal services in the area of employment and labour law under the direction of the Manager of Labour Relations, Toronto Police Service.
The intent of this Request for Proposal is to ensure adequate supplementary legal services are available to the Board in the areas of employment and labour law, when needed.
It is estimated that the total amount of time required per year for legal services would be 1,000 hours.
CONTRACT TERM
The term of the contract will be for three (3) years starting January 1st, 2022, with the option to extend the term for two (2) additional one (1) year terms at the sole discretion of the Board.
PIGGYBACK (if applicable)
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Pricing Submission form if they will extend the pricing, terms, and conditions of this Bid to other Public Bodies if the Bidder becomes the Vendor.
If the Vendor agrees to this provision, participating agencies may enter into a Contract with the Vendor for the purchase of the services described herein based on the terms, conditions, prices, and percentages offered by the Vendor. Minor changes in terms and condition, including shipping and delivery options, may be negotiated by participating agencies.

NON-EXCLUSIVITY
The creation of this RFP shall not be a guarantee of exclusivity.
