Description
TPS is accepting submissions for Supply and Delivery of Ammunition on behalf of participating members of the Police Cooperative Purchasing Group (PCPG).
Closing Time
Electronic submissions will be accepted until 1:00:00 p.m. on Monday October 7, 2019 as per electronic bid clock identified on MERX.
Submission Requirements
Your submission for this RFQ # 1344522-19 must be sent to TPS using the MERX portal only. Respondents shall be solely responsible for the delivery of their submission using the MERX portal as per the electronic bid clock identified on MERX and the RFQ closing date, in accordance with the Submission Requirements outlined in the RFQ. Late submissions are not permitted. Any Bid submitted after the submission deadline will be rejected.
Scope of Work
TPS is issuing this RFQ to obtain a Vendor of Record for in accordance with the provisions and specifications contained in this Request for Quotation. Bidders must submit detailed requirements and cost prices for Supply and Delivery of Ammunition according to APPENDIX A and APPENDIX B outlined in RFQ document along with indication if they want to participate in Stock Guarantee Program in TABLE 2 in APPENDIX B. Samples might be requested before the award is granted.
Contract Term
The term of this contract is for a 1 (one) year period commencing upon award of the contract starting from Wednesday, January 1, 2020 until December 31, 2020 with an option to renew for an additional 1-year period based.
Restrictions, Min requirements and Mandatories
In addition to the mandatory APPENDIX A and APPENDIX B forms, the following completed forms to be submitted:
- TPS Policies Form
- Environmentally Responsible Procurement Form;
- Statutory Declaration Form;
- Key Personnel Form;
- Bidders Experience Form.
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity. It is the intention of TPS to award to multiple Bidders for the supply of various ammunition.
POLICE COOPERATIVE PURCHASING GROUP (PCPG)
This Bid is being called by the TPS as the Lead Agency on behalf of the PCPG Members and for the purposes of this Bid, the TPS is the legal entity facilitating and preparing this Bid document. It must be clearly understood that by submitting a Bid in accordance with this document, the respective Bidder is agreeing that interested PCPG Members may review the respondent’s Bid document. If PCPG Members choose to participate with this contract, then each participating member will issue its own contract or purchase order, including delivery location(s) invoicing, terms of payments and contact(s).
The following PCPG members have indicated an interest in participating in this agreement, at the time when issued:
Toronto Police Service, Guelph Police Service, Hamilton Police Service, Ministry of Natural Resources and Forestry, Ontario Police College, Ontario Provincial Police, Peel Regional Police, Waterloo Regional Police Service, York Regional Police, Espanola Police Service, Halton Regional Police Service, London Police Service, West Grey Police Service, Windsor Police Service, Brantford Police Service, Ottawa Police Service, Kingston Police, Brockville Police Service, Niagara Regional Police Service.
PIGGYBACK
The TPS may, upon request, permit other PCPG members not listed in this Bid Document to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate in Appendix A and B if they will extend the pricing, terms, and conditions of this Bid to other PCPG members if the Bidder becomes the Contractor. The Contractor agrees to this provision, PCPG members may enter into a Contract with the Contractor for the purchase of the Goods described herein based on the terms, conditions, prices, and percentages offered by the Contractor. Minor changes in terms and conditions, including shipping and delivery options, may be negotiated by participating PCPG members. Please note: copies of the Contractors submission will need to be provided to the interested PCPG member (in confidence) in order to review prior to participating.
