Description
Toronto Police Service (TPS) is accepting submissions for the RFQ # 1333756-19 for On-Site Provision of First Aid, Cardiopulmonary Resuscitation (CPR), ICP (Instructor Certification Program) and Automated External Defibrillator (AED) Training Courses for Toronto Police Service (TPS).
Closing Time
Electronic submissions will be accepted until 1:00:00 p.m. on Thursday, October 24, 2019 as per electronic bid clock identified on MERX.
Submission Requirements
Your submission for this opportunity must be sent to TPS using the MERX portal only. Respondents shall be solely responsible for the delivery of their submission using the MERX portal by the time and RFQ closing date, as per the electronic bid clock identified on MERX, in accordance with the Submission Requirements outlined in the RFQ. Late submissions are not permitted. Any Bid submitted after the submission deadline will be rejected.
Scope of Work
This RFQ, issued by the TPS, is to obtain Bids for On-Site Provision of First Aid, Cardiopulmonary Resuscitation (CPR), ICP (Instructor Certification Program) and Automated External Defibrillator (AED) Training Courses. Bidders must submit per person cost prices for required courses as per TABLE 1 (FEE SUMMARY FORM) outlined in SECTION 2 of the RFQ document.
Bidders Must have accreditation from the Workplace Safety and Insurance Board (WSIB) to deliver First Aid and CPR training. The bidder must be able to provide instructor certification (as per W.S.I.B.) to TPS members.
In order to be compliant, the Bidder must bid every item in Fee summary form, otherwise, the Bid will be non-compliant.
Contract Term
This contract is for a 3 (three) year period commencing upon award of the contract starting from Wednesday January 1, 2020 until January 1, 2023. TPS reserves the right to renew the contract for an additional two 1-year period.

f/ SECTION 6 – PROOF OF WSIB ACCREDITATION
In addition to the mandatory Bid Submission, the following forms to be completed with your submission:

- Statutory Declaration Form
- TPS Policies Form
Non-Exclusivity
The creation of this RFQ shall not be a guarantee of exclusivity.
PIGGYBACK
The TPS may, upon request, permit other Public Bodies to purchase against any Contract which may result from this RFQ. Bidders are requested to indicate on the Fee Summary form if they will extend the pricing, terms, and conditions of this Bid to other Public Bodies if the Bidder becomes the Service Provider. The Service Provider agrees to this provision, participating agencies may enter into a Contract with the Service Provider for the purchase of the Services described herein based on the terms, conditions, prices, and percentages offered by the Service Provider. Minor changes in terms and conditions, including shipping and delivery options, maybe negotiated by participating agencies. Please note: copies of the Service Provider’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.
SECURITY AND BACKGROUND CHECK
The successful vendor along with all assigned personnel including any sub-consultants will be required to undergo a security background check prior to commencement of any work.
