Request for Proposal (RFP) # 1339449-19
TPS is accepting proposals for the provision of Promotional Exam Test Writing Services.

Submission Requirements
Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Proponents are to submit their proposal through the MERX EBS System prior to 1:00:00 P.M. local time on Thursday November 14th, 2019.

Objectives
In support of the TPS’s revamped uniform promotional process, TPS is seeking a Vendor to assist with test writing including both situational judgement test (SJT) and procedural exam formats.

Exams are an element in the promotional process for two levels of police leadership:

front line supervisors (Sergeants)
the next level of leaders (Staff Sergeants)

This updated method will assist the TPS in testing the knowledge, skills and decision making capabilities of those seeking greater leadership and accountabilities in higher level roles; aligning with TPS’s strategic vision of modernization.

Please note that TPS is also issuing a related RFP (#1354047-19) to provide an exam testing software solution for the customized situational judgement tests and procedural exams to support promotional processes.

Mandatory Requirements
Proponents must have a proven track record in providing the following exam writing services

Tailored situational judgement tests
Technical examination content
Testing for employment screening and/or certification
Multiple questions (minimum two) derived from problem situations
Tiered (ranked) answers to demonstrate effective/ineffective responses
A variety of answer options
- e.g. select 3 answers of possible 8 / select 2 answers of possible 5
Evaluation and scoring criteria
Tools to communicate the process to employees; including SJT guides, sample/practice questions, web-resource centre for preparation and tips

Reporting and analytics regarding success/failure rates specific to questions, ranks/levels and competencies

AODA compliancy and/or accommodation measures

Only those firms passing the mandatory requirements will move on to the next stage of evaluation

Term of the Contract
The initial contract term shall be one (1) year, commencing after the successful completion of security background checks of assigned Vendor personnel and TPS approvals.

TPS reserves the right to extend the contract for four (4) additional one (1) year periods.

Piggyback (if applicable)

The TPS may, upon request, permit other publicly funded organizations to purchase against any contract which may result from this RFP.

Proponents are requested to indicate on the Pricing Submission Form if they will extend the pricing, terms and conditions of this proposal to other government agencies, if the proponent is the successful vendor. If the successful vendor agrees to this provision, participating agencies may enter into a contract with the successful vendor for the purchase of the services described herein based on the terms, conditions, prices, and percentages offered by the successful vendor. Minor changes in terms and conditions may be negotiated by participating agencies.

Please note: copies of the proponent’s submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.

Non-Exclusivity

The creation of this RFP shall not be a guarantee of exclusivity.
