Request for Proposal (RFP) # 1423030-20

This Request for Proposal (RFP) is an invitation by the Toronto Police Service (TPS) to prospective and qualified proponents to submit proposals for a Metadata Management Tool, as further described in the RFP.

Submission Requirements

Proposals must be submitted through the MERX Electronic Bid Submission (“EBS”) System (https://www.merx.com/).

Proponents are to submit their proposal through the MERX EBS System prior to 1:00:00 P.M. local time on Friday January 15 2021.

Objective

The business driver for implementing a metadata management solution is to facilitate several high priority use cases pertaining to Data Governance and Information Lifecycle Management:

Data Catalog
Data Ownership and Stewardship
Data Quality
Data Security
Data Lineage

The metadata management tool shall provide the TPS with the following core capabilities at a minimum:

Metadata repositories
Business glossary
Data lineage
Impact analysis
Rules management
Metadata ingestion and translation

The TPSB is anticipating engaging the successful firm in February 2021.

The initial installation and configuration must be completed by March 31, 2021.

Mandatory Requirements

Proponent’s solution must have:

Metadata repositories: Used by information managers to document and manage metadata, and to perform analysis using metadata. They can also use repositories to publish information about reusable assets that enables users to browse metadata during life cycle activities;
Business glossary: A repository used to communicate and govern business terms, along with the associated definitions and the relationships between those terms;
Data lineage: Specifies the data’s origins and where it moves over time. It also describes what happens to data as it passes through diverse processes. Data lineage can help to analyze how information is used and to track key bits of information that serve a particular purpose;
Impact analysis: Conveys extensive details regarding the dependencies of information or the impact of a change on a data element;
Rule management: Documentation of business rules that are tied to data elements and associated metadata;
Metadata ingestion and translation: Using techniques or bridges for various sources, including, but not limited to:
- Database Management System (DBMS) in Microsoft SQL Server
- Extraction, transformation and loading (ETL) codebase in Microsoft SQL Server Integration Services (SSIS)
- XML schema file
On premises deployment: The data catalog and it’s codebase must be installed on premises and remain within TPS environment;
For client-side deployment, the proposed solution must support TPS’s existing workstation and device standards, as specified in Appendix H, Section 13.3 of the RFP;
For server-side deployment, the proposed solution must support TPS’s existing server and storage standards, as specified in Appendix H, Section 13.5 of the RFP; and
For user identity and access management, the proposed solution must integrate with TPS’s existing identity management platform, as specified in Appendix H, Section 13.7 of the RFP.

Only those firms passing the mandatory requirements will move on to the next stage of evaluation

Term of the Contract

The initial contract term will likely be for five (5) years, commencing upon TPS approval.
The proponent(s) shall price two additional options for contract term and maintenance & support fees in Section 6.2 - Provisional Pricing.
Pricing evaluation will be based on pricing for a five (5) year initial contract term.
TPS will select one option and finalize contract term for awarding.
Notwithstanding the above noted, the TPS retains the right to terminate any contract without notice for cause.
The Vendor shall not assign or sub-contract any part of this contract to a third party without the prior written approval of TPS.

Piggyback (if applicable)

The TPSB/TPS may, upon request, permit other public bodies and the Police Cooperative Purchasing Group (PCPG) to purchase against any part of the contract which may result from this RFP.

Proponents are requested to indicate on the Pricing Submission form if they will extend the pricing, terms and conditions of this proposal to other government agencies including PCPG, if the proponent becomes the successful services provider.

If the successful proponent agrees to this provision, participating agencies may enter into a contract with the successful proponent for the purchase of services described herein based on the terms, conditions, prices, and percentages offered by the proponent. Minor changes in terms and conditions may be negotiated by participating agencies.

Please note: copies of the proponents submission may need to be provided to the interested agency (in confidence) in order to review prior to participating.

Non-Exclusivity

The creation of this RFP shall not be a guarantee of exclusivity.

Negotiations

The TPS reserves the right to enter into negotiations with any one or more proponents regarding price, scope of services, or any other term of their applications, and such other agreement or contractual terms as the TPS may require, at any time prior to execution of an agreement, whether or not a notice of intent to develop an agreement has been issued to any proponent and without reissuing this RFP; and to enter into simultaneous, competitive negotiations with multiple proponents or to negotiate with individual proponents, either together or in sequence, and to permit or require, as a result of negotiations, the expansion or reduction of the scope of services or changes in any other terms of the submitted applications, without informing other proponents of the changes or affording them the opportunity to revise their applications in light thereof, unless the TPS, in its sole discretion, determine that doing so is in the TPS’s best interest; and, to discontinue negotiations with any proponent at any time prior to the execution of an agreement, whether or not a notice of intent to develop an agreement has been issued to the proponent, and to enter into negotiations with any other proponent, if the TPS, in its sole discretion, determine it is in the best interest of the TPS to do so.
